Read your update, OP, and my first thought was, "god I hope the mom isn't pimping out her kids to this man." Anyone, with a single brain cell of commonsense, knows it's stupid and sus to leave their kids for WEEKS with a single man.
I contacted my department's director of incoming students when I didn't receive my funding offer at the same time as my acceptance letter. The funding offer was sent by the Graduate School but signed by my department's director of incoming students, so she knew the timeline for when the letters go out.

Even if they didn't cheat, it's very possible they memorized the answers. When I taught online, I had a Chinese student (horrible English proficiency) who wanted to take the IELTS so that he could apply to a UK school. He insisted on memorizing all the answers in the speaking exam. I told him I'm not the teacher for him if that's the way he wants to learn for the exam. He'd rather memorize pages and pages than learn English.
I had a student miss several classes. I told her she had to send me documentation the next time she missed class so that I could count it as an excused absence. Well, the next time she missed class, she sent me a note from the director of the funeral home saying she was present at _______ (day) and _______ (time) for the funeral of her cousin. I felt like shit afterwards. I would have accepted a simple email from her stating that she was attending his funeral!

I accompanied my friend when she had to face her ex in court in order for the restraining order to be permanent. You'd be surprised by how popular stickers are nowadays! I bought a pack of 100 hippy stickers from Amazon, the kind that you can stick on your water bottle/laptop, and my students loved it. Like you, I was initially skeptical but it was a hit.

They have to write several essays in class, and I offer extra credit if they visit the Writing Center. It's an easy 5 points and I want them to get used to visiting the Writing Center for help. Plus, they present a more polished draft and that's a win-win in my book.
