I agree on the QPC and CAs but I don't think experience has anything to do with it really because of how disproportionate the unlock to experience ratio is. At level 70 (less than 750k xp) you've unlocked a lot of the game relatively. At base 80s or so (which is only 2m xp, or about 1/6 the way to 99), you've unlocked almost all the content in the game. Surely not efficient but you can go anywhere, wield anything, kill most anything, do most skilling activities. By the 90-95 range (still only halfway ish to that 99) you can actually do anything, kill anything, etc.

Qpc and hard CAs are probably good benchmarks, I certainly would not say getting 500k xp in each skill when 99 is 13m xp is mid game
