The Super Rocket Radar isn't ever awarded by defeating Cliff/Arlo/Sierra a set number of times. You can only ever receive it from Special Research that focuses on Team GO Rocket, such as the most-recent "Ultra Beast Protection Efforts" research line. Unfortunately, these tend to only be available for a limited time, with that particular research line having become unable to begin after December 1st.

I defeated all three rocket leaders multiple times but i didn’t get the super rocket radar, is there something else i need to do?
