That method is largely obsolete for that reason. You want clear liquid peroxide instead, and you want to submerge the shell in water (weighing it down as necessary) and add the peroxide. It's possible doing it that way may even out the appearance a bit.
Never had an issue with the concentration personally. Infact the higher the better I've noticed. You just can't leave it in there for 24 hours gotta watch it.
Maybe this can serve as a lesson to other cities that bending over on tax abatements and throwing taxpayer dollars at infrastructure for use by a large company isn't necessarily wise. Probably not, but maybe.

The water isn't needed just peroxide.
Straight peroxide might be a little too concentrated and costly. The water allows you to disseminate it better if you're going to submerge it.
