I'm assuming you're talking about Terminal V in Miami. I don't know the definitive earliest time, but I do know that if you arrive before they're ready you can drop your bags and take a shuttle to Bayside (a nearby area with restaurants, shops, etc).
If there is any consolation, it seems to me they have a lot of outdoor spaces to use during the day. I hear the Dock House is nice, so we’ll probably set up shop their during the day. So at least we have options. I’m looking forward to the poke bowls at the sun club.
Personally I'm not very happy about them allowing a limited number of unvaccinated guests aboard. I'm cool with them dropping testing but being vaccinated should still be required as a safeguard to the crew if nothing else.
I am not happy about this. We chose the cruise because they tested and was 100% vaccinated. We will definitely be wearing our masks around the ship now.
