If the DTC told them they have "Approximately 228.7M shares," then after Gamestop subtracts that from the total outstanding, they're left with an "approximate" number of DRS'd shares. They know the exact numbers of holders because they got that number from Computershare.
Next 10k. We have the number from before and can extrapolate sufficiently accurately especially with the number of registered holders.
