  23. In order for there to be enforcement and penalties, the SEC needs rules they themselves hold these folks accountable too. Please see the other comments I added to this post, but as of now, the SEC is relying on the SRO's and their rules to do the right thing.

That is another problem to be addressed absolutely but we can walk and chew bubblegum at the same time--i.e. we can want what is on the books to be enforced while being cautiously optimistic a new rule for best execution (that did not exist or have to exist since SRO's already 'have them' is now proposed).
