Yep. I passed the interview but stuck at the verrrry end of the pipeline. My recruiter assured me that once the freeze is over I'm getting an offer, but also encouraged me to take any counter offers I have right now, so I did. I suspect Google just wants to keep a bench of good candidates ready to hire when they're given the green light.
One thing that helped me with my Google interview was to really think about how they grade candidates.

For lp, they ask things about what improvements you would do to apps any app, what would you invent etc.. how you handle conflicts..
