I had an old book of the Undead written by Gary Gigax from 3rd Edition in which he was talking about intelligent undead and the number thing he was explaining is that undead do not understand change. They are basically locked in the state they were in at the time of their deaths with very little regards for what the world has become since.

Makes sense given how the undead in the brewhouse in Act 2 act.
