  17. You see, you can't just exclude things that make conditions different until they aren't different. Even then, physical conditions are not identical: with ~100kg of fuel less on board, it's easier to take more risks as cars are much lighter and that allows drivers to brake later and carry more speed through corners, they can lock up and don't worry about nursing tires for the next 20-30 laps, small damage is irrelevant, etc.

  18. I can only comment on the Latvian situation. English seems to have become the new common language on the professional level. If you go to professional conferences young ethnic Latvians and ethnic Russians speak English with each other. And thats ok in my opinion because that's really the only common language they have. The integration of ethnic Russians in Latvia has been really bad in the last twenty years. For starters Latvian kindergardens refused Russian-speaking children. So Russian-speaking children stay among themselves, visit Russian schools, have only Russian friends.
