Brickell is quite modern and the buildings are up to current codes, so most buildings will weather a strong storm fine. The issue with Brickell is flooding. So if a strong storm is on the horizon, it's best to just leave.
Forget air travel, I want to see more high speed rail. Traveling to smaller hubs like Santa Barbara or Santa Rosa would be so much easier and better for the environment

Yeah even during moderately rainy stretches the streets around Brickell flood. If it's high tide, forget about driving for a while after a storm
