In No Way Home, Norman and the other villains all come from universes where Spider-Man was the only superhero, and before they meet Doctor Strange they have no reason to think there are any other superheroes or supernatural figures in this one. So it makes perfect sense that Norman would seek out Spider-Man's help when he's lost, confused and scared.

Like…how the hell would he have known this. Nothing that happened to him, based on what he knew and observed about Spider-Man, would make him think that Spider-Man was involved in his dimension hopping. Which gets to the larger issue of why he didn’t go back to where he came from…I’m starting to feel a sharp pain in my forehead so I’ll just stop going on about this now.
Given Charlotte’s recent comments, I hope this motivates her and Rhea put on the match of their lives. I have to imagine she’s got a chip on her shoulder to really deliver and I hope she does.
