Yeah, but that's pretty insignificant. It adds up to just 70% dodge in total, and that's if you reach 25, which means dumping almost your entire HiPo into Dodge. And the more dodge a unit has in their passive, the less useful it will be to add more.

I don't think they expected them to be fodderable, the problem is that it invalidates the Rearmed Hero you got from the gacha if you want to merge him up. So you have to choose between merging a unit you like and getting value from its Rearmed fodder, which is stupid. No other Forma has ever had this issue before.
That's the same idea i had, it's as easy as only locking the skills you got from the Forma. You could even unlock them if you decide to inherit those skills from another source
