Nope. He shouldn't be able to play that level. You need ptt 11 or above to play that song (future 11) so basically. The guy must be ptt 12.90 probably but tries to boost their ego by trying to make us think he's ptt 9.
ex thumb player here,I played all the way from 0 ptt to 12.38 ptt and then switched to index,I’m currently at 12.67 and I do have to say that playing Index is better,ar a certain point I was too slow with thumbs and Index made everything way easier
