The town I grew up in did something very similar. In the 80s or 90s they blocked off the entire main street of the city for 8-10 blocks in an effort to create an outdoor district just like that. Being in the rust belt the lack of car traffic killed business for everyone in the midst of the diversion for a good 8 months out of the year so practically everything moved to the neighboring town. They reopened the street but the damage had been done. Downtown essentially became a ghost town except for two larger companies for a good 30 years.

Erie, PA. They called it the "Transitway Mall" and it was between 1987 until they finally rewidened State Street in 1993.
