This system already sort of exists with anomaly/event/arch site leaders. I'm sure that it will continue to grow, but a concerted effort in the area doesn't seem necessary.
Thanks for the link! This seems to be a good start, and it could be upgraded further (with more Unique Leaders, mechanics, visuals, background stories and so on).
I dunno, I think if you want to keep it feeling like Stellaris, you'd need to make sure the species of each 'legendary leader' exists first, and then you start having issues with homemade species that don't have legendary leaders...
Well there are a lot popular of species in Stellaris. Of course, the game is a sci-fi simulator with a lot of randomly generated elements, so we can make endless variations... But if you check the Stellaris official YouTube channel, some Stellaris fan arts, or simply the default in-game species, there are some established Stellaris species designs (e.g. some specific humans / mammalians / mushroom aliens / bird aliens / lizard beings / some robot types / lithoids / etc.)
