Is the Staff of the Python too powerful for a level 3 character?

Would you consider it fine to give one player a whole second character? Because a Staff of the Python is stronger than a Greatsword and has 60 hit points, it may be more powerful than the actual fighter character in the party at level 3.

Yeah, it's pretty overpowered when I reconsider it. Maybe nerfing it to be a regular constrictor snake until a higher level would work?

If you use Roll20, they have a built-in character sheet system that I think is decent for free
