Looks like you need more citizens. It's doable but it will take a while. Be sure to check in on your settlement often to welcome new citizens
It means there's a problem with your TPM chip, or at least Windows thinks so. Did you have a UEFI firmware update recently? You can disable TPM protection in the UEFI settings, it should stop the blue screen of death/restarting.

You can disable the TPM from the BIOS. Look out for settings that mention TPM or secure boot.
Regarding accessing the settings: you could try an external keyboard. Bear in mind that some computers won't let you access the bios/uefi settings when rebooting, make sure you fully shut down the device first.

I played through the campaign of back 4 blood once and never played again, L4D I clocked 950 hours. It’s not fair to compare the two IMHO, back 4 blood was just full of fluff and really cheesy mechanics
