Those are two different items, that is just a standard stat clock, being in most strange quality weapons, civilian stat clocks, however is a separate item entirely, being an applicable item to any weapon with a civilian grade skin/war paint, while the stat clock on your loose Cannon, for instance, is purely cosmetic and is not an item, only showing that the item is of strange quality. its ok i guess, im happy we are getting a chaser. Not fan of the bright blue interior and wheels tho, but you can swap the wheels and paint the interior.
In the "view & ui" tab there's a slider on the right for "steering wheel limit", maybe that's set to something other than off? (only thing I could think of that wasn't mentioned already.)

The CSP version would be called a "preview" if you were using it.
