Blizzard drove a metric fuckton of engagement to Heroes of the Storm when they made the cross promition with Overwatch and World of Warcraft. Yet developers seem to actively avoid doing it. This example is the worst of that type of thing, where the promotion exists but you just can't have it.
Those tf2 cross promo items were also limited time, most eventually got added to the drop system, but those that pre-ordered or bought early got the item in a genuine quality
