I have no idea how the exact numbers work but with how often I abuse precision dodge, it definitely speeds up cooldowns. It's not a huge amount per dodge but if you're precision dodging everything that comes your way, it adds up quickly. A lot of the harder enemies in the game have moves you can force multiple concurrent precision dodges with.
I don't anticipate that cass would have mentioned it as a point of surprise and annoyance if it wasn't the case that the clinics could have found a way to share the data whether that be redacting confidential information etc.
And the articles protecting freedom of expression are the sorts of provisions which could be assimilated into UK law if we left. Equally, Blair was able to rollback freedoms of assembly, speech, Habeas Corpus with greater impunity than a previous government would have needed, because he remained within the new ‘watered-down’ gold standard set by the ECHR.
I take it as it’s meant to be Ultima testing if Clive can accept his direct power without issues, so making sure the vessel works and accepts his direct power, so then the only issue is the amount of that said power.
Maybe mine is bugged? I got the trophy for doing the side quests but I was never sent there when I was exploring it Clive said he could jump over it but shouldn’t and the villagers must have it there for a reason

You get 4 side missions, then you have to complete the main mission, then you get another 6 side missions.
