Responding again here, it wound up being less but I spent a bit over 3k (insurance was 150 on the graphics card xd), went with the fan you recommended over the liquid cooler I just don't want to mess it up. Hopefully it'll all come together well! Thanks again for your help.
There are some tutorials on yt about mounting this aio, but if you feel unsure about it, you can go for Deepcool ak620 for $65 - it's great air cooler for i7 12700f, but it doesn't have ARGB fans.
