Love this! My partner's best friend's mom did something similar in PR after Maria. They turned an old abandoned lot into a community garden. It's still there to this day.
They are moving you to salary at your same hourly, but requiring more hours. That's not a promotion, that's cost cutting for the company. You can decline. They may not like it but you may at least get paid for your OT when they saddle you with the same work.

For some context, I’m currently limited to 28 hrs max in my current role so I don’t and can’t earn overtime/work more.
Do they know you have another two jobs? Is it possible that the "promotion" in their minds is that you have enough hours to fill the week now?
They do know I have other jobs. And yes, this position would come with 2 direct reports plus 20+ hourly staff that I would manage.
